Greetings! It appears (that PDF is from NWS) that the numbers do represent the hours available--and yes, this is specific to the SBN/NOAAPort, which is what we receive and distribute. My recommendation is to use the "Best" virtual dataset, which will help address some of the challenges with the fields being available in different runs: https://thredds.ucar.edu/thredds/ncss/grib/NCEP/NBM/CONUS/Best/dataset.html Any chance you're trying to read this into Python?
