[THREDDS #XCM-123575]: Netcdf radar composites

Greetings!

The reason those files are limited in time is because those particular 
composites are no longer being generated because they relied on the N0R radar 
product, which after years of deprecation the NWS finally stopped distributing. 
One option is to use GINI-formatted products we are creating here:

  https://thredds.ucar.edu/thredds/catalog/nexrad/composite/gini/catalog.html

Another option, which is a more robust composite, is to use the Multi-Radar 
Multi-Sensor (MRMS) composites that are sent out by the NWS:

  https://thredds.ucar.edu/thredds/catalog/grib/NCEP/MRMS/BaseRef/catalog.html
