[THREDDS #GUM-296706]: Thredds Cluster

We do not have experience with Unidata running the TDS on a cluster. However,
There are folks in the community who do. Here is an email thread discussing
one such setup:

At a minimum, each TDS worker will need to have its own cache and logs 
directories.
