[THREDDS #PZC-220139]: DAP4 on thredds 4.6.13

Pardon the delayed response.
As a rule, we support DAP4 on thredds version 5.0.0.
However, I suspect that this might be an easy fix for 4.6.x,
so let me investigate a bit.
