If you have a file compressed with e.g. Zstandard, then the HDF5 library will automatically and dynamically load the filters used in the file. See this document https://support.hdfgroup.org/HDF5/doc/Advanced/DynamicallyLoadedFilters/HDF5DynamicallyLoadedFilters.pdf section 4.4. This means that netcdf-c inherits that functionality for reading.
