With THREDDS, opendap will serve any file type that files that can be read by the NetCDF Java library and accessed through the CDM data model. In this case, the NetCDF Java library cannot read csv files (for a list of files that can be read, and thus served through TDS, check out http://www.unidata.ucar.edu/software/netcdf-java/formats/FileTypes.html).
