[noaaport] Data alignment update, and US METAR changes.

This archive contains answers to questions sent to Unidata support through mid-2025. Note that the archive is no longer being updated. We provide the archive for reference; many of the answers presented here remain technically correct, even if somewhat outdated. First, the data alignment update:

Targeting June 3 2025. Create a designated channel for all radar data, including MRMS, which will have 2nd highest priority on SBN below NMC  (p-surge will move up to NMC channel from NMC2). Realign bandwidth of several channels to accommodate this change.  SCN is completed, waiting for approval from those that modify dataflow and SBN.  SCN not released yet.

Secondly, changes to US METAR/SPECI:

Reference changes noticed in January to the METAR; the purpose is to provide a higher level of near-real-time.  As was discussed earlier, make adjustments if you desire or require collectives that receive file naming conventions (specific to date) from the WMO header of the S[AP]US99.
