No, I (thought I) said that the box will be centered on a point that
you specify.

Yes, the box's northern and southern edges will each be 5 pixels away
from the center, and the western and eastern edges will each be 18
pixels away from the center.
I just displayed the 19:55 effective radius image in a frame using:
IMGDISP G13/ERAD27APR11 LAT=34 88 TIME=19:55 EU=CLW3
I took a look at the image and saw an "interesting" region whose center
point is more-or-less 34:25,88:17 ("interesting" is a totally subjective
observation, of course).
I ran IMGPROBE specifying the center Lat,Lon for the "interesting" region
as follows:
IMGPROBE STAT BOX LAT=34:25 88:17 SIZE=10 36 OUTLINE=YES 6 MODE=N

The result, which is attached as a GIF image, is what I think you
are trying to do. Please let me know if it is not what you are
trying to do.
NB: my frame size is different from yours, but this has nothing to
do with the statistics that were output in my example.
