I just ran the same command you list above on a Sun Solaris Sparc
5.9 system using a build of the latest release, v2003b, compiled
with gcc/g77 and I did get listings for both 0 and 12 GMT:

What ADDE server are you pointing at when you do your listing? I
am pointed at adde.ucar.edu which is still running v2003a. Perhaps
this is a server-side problem? What happens when you point at
adde.ucar.edu:
dataloc.k ADD RTWXTEXT adde.ucar.edu
Also, the fact that you use RAOBRPT successfully, and RAOBRPT uses the
same RTWXTEXT dataset is strange. This would almost say that the
WXTLIST executable is faultly on your system. Pointing at a different
ADDE server and getting the same results (i.e., no 0 GMT soundings
listed) would confirm that the problem is in WXTLIST. If you do find
that WXTLIST is the culprit, please send me the output of the same
command substituting 20 for 66 (in the NUM= keyword) and adding DEV=CCC
to the end of the command invocation. Thanks!
