FOUSDISP was written so that one could specify the time of the display
that was desired in two different ways: absolute time specification
and offset from the present.  I thought that the RTIme and RDAY keywords
could be used to specify the exact forecast time wanted, but I see that
the code limits the selection of RTIme to between 0 and 235959.  I
am not sure if this is a simple mistake, or if it is important to
keep.  Since I am in the middle of building the latest distribution for
one of my slower platforms (AIX 4.3), I will not be able to really
scope this one out until tomorrow sometime.
