for decoding grib messages into McIDAS GRID files

Chad sent me a compressed tar file of the standalone decoder with
the following commentary:
"It's basically a front end to the -XCD grib decoder routines. One thing it
doesn't do is meld partial grids together ie. the ECMWF and thinned grids."
I put the file, gribdec.tar.Z in the unix/760/testcode directory of
our passworded McIDAS FTP account. Please remember to FTP it in
binary mode and read the README.TXT file that is included.
