[LDM #PVY-821721]: Problem with ldmd.conf after upgrading to 6.13.11

Chris,

It looks like the LDM package was built and installed by root rather than by 
the LDM user. This caused a lot of problems.

I deleted the ldm-6.13.11 installation, downloaded the distribution, and 
rebuilt and reinstalled it as the LDM user.

I then deleted the "runtime" symbolic link in the home directory and re-created 
it to reference the new installation.

Everything seems OK now. I left you with a running LDM.
