Carissa,

I mistakenly said that pqing(1) will delete *all* ESC characters in the body of 
a WMO bulletin. Further investigation reveals that an ESC character will only 
be deleted if it follows the character sequence CR CR LF (which introduces a 
report).

I still don't know why.
