Re-installing the LDM with support for debugging seems to have fixed the 
problem.

I hate when that happens.

Just FYI, the algorithm that determines whether the transfer-mode should be 
PRIMARY or ALTERNATE works best if there are only two upstream sites. It's also 
doubtful that having more than two geographically separated upstream sites 
gains you anything: if both sites are unavailable, then the network is likely 
down and you'll undoubtedly have much bigger problems to work on.
