Jeff,

I don't know why, but the upstream LDM database module is unable to create a 
necessary semaphore-set on ldm.michiganwxsystem.net. I've enhanced some 
diagnostic log messages that will, hopefully, tell us why and need you to 
enable it. Would you please execute the following command as the LDM user:

    cd ~/src && ldmadmin stop && make install && ldmadmin start

This shouldn't fix the problem but should provide some useful information.
