[LDM #NLA-766107]: Bug in pqsurf in LDM 6.10.1 under RHEL 6.2

Steve found the problem in 'ldmadmin'; it does its own calculation for the
number of slots to specify when making the surf queue (the same is NOT done
for the main LDM queue, so the problem never showed itself).  He is implementing
a fix to the logic and will include it in the next release.
