20071223: NEXRAD2 feed problems at UND

Hi Steve,

I saw your reply to John Nordlie about looking into the feed problems
they are having with the NEXRAD2 feed.

I logged onto uni7 and noticed a comment about a problems sending data
to UND at around 0 UTC exactly when UND's feed of NEXRAD2 failed.  I
restarted the LDM on uni7 and saw connections from UND (NEXRAD2
and CONDUIT), so data may be flowing again.

The cessation of data delivery from uni7 to UND is very strange.  It was
like the LDM did not try to send anything after the initial failure.
Weird...
