Maybe.  I don't know.

I do know that unidata2.ssec.wisc.edu is NOAAPORT injection site; consequently, 
it has zero latency.  Also, the pipe between
you two should be more than adequate -- so the latencies you're seeing just 
shouldn't occur.  The fact that they are indicates
a problem outside the scope of the LDM.
