re: 'ldmadmin watch' fails for you on weather

Well, I don't know what to say.  An 'ldmadmin watch' from your and the
'mcidas' accounts _fails_ on weather, but works for 'mcidas' on
weather3!?  I tried tracing the logic and printed out return values all
along the way and found nothing unusual.  I'll ask Steve about this
to see if he has any ideas.
