It appears to be. I can't do either a ping or ldmping to
angler.larc.nasa.gov. A traceroute to the machine gets to Langley
and then goes into "star" mode:

Tom,
That's interesting. I think we're having some network problem. I had
someone today say they can access our webpage. The security folks
might fiddle with the firewall. There's no one here to ask. I guess
it's a hint for me to go home. Talk to you tomorrow.
