AVN and MRF data not processed at SSEC

Due to apparent NWS changes used to identify MRF/AVN GRIB messages as
binary messages,  GRIB products of these types were not processed or
distributed for the 12 Z run yesterday (99111) and 0 Z run and part of
the 12 Z run  today (99112).

SSEC programmers have identified and corrected the problem.  Other sites
have also been informed on how to correct the problem.

As of 19 Z SSEC is again processing the MRF and AVN data.
