By default, the color table data range for the precipitation is 0 to 50, but this is not what in the data. So, you can right-click the color bar, and select Change Range..., when the window popup, you can click on the Use Predefined, and select Form All Data. If you creating the contour plan view display, you also need to adjust the contour in the display control.
