Hi John, After checking with the local expert here regarding the GOES16, I think I know what is going on now. First, this is not GINI file, you get the data from noaaport and somehow named it with .GINI, but it is still nc file. you can rename it to something.nc and run the ncdump to verify it. Second, there is no time dimension in the nc file (tiles), you can not composite them in the IDV. Please reference https://github.com/Unidata/ldm-alchemy and create a better composite nc file before loading to the IDV. Dealing with these tiles is pretty complicated, it would be more efficient to do it outside the IDV.
