[IDV #UYB-322212]: Radar location was not found in IDV

You need to setup a local station table for the radar. Follow the instruction 
here:

将nexradstns.xml文件从idv.jar中提取出来，放入.unidata\idv\DefaultIdv中

2 在nexradstns.xml中加入

3 在.unidata\idv\DefaultIdv中的idv.rbi加

  </resources>

4 What you need to do is that: first, change the file name to something like: 
CHGZ_2008123012.0300, the most important is the first 4 characters, it can only 
be CHGZ, CHYJ, CHMZ, CHSG,CHST, and CHSZ。I was able to display your attached 
file after changing its name to CHGZ_****。
