The IDV can handle shapefiles just fine in the Map Display; if you try to load an image file, it will show up in a Omni Control window under the Displays tab in the Dashboard. There is actually access to Arizona shapefiles through the IDV catalog chooser, which you may find helpful. From the Dashboard, you can click Catalogs (under General), select the IDV catalog, Tiger Shapefiles, Arizona - from here you can choose to show roads or hydrological features (by county). Also, you may want city names, which can be added from the Map View window - simply click Displays, Locations, US, U.S. Cities. Cheers!
