[IDV #PAT-794378]: Fail to open IDV 2.9

Ilan,
     If this is a problem caused by the plugin, you can modify the IDV script
in the your machine (runIDV.bat), and add the option to run the IDV with no 
plugin (-noplugins). Otherwsie
make sure your machine has enough memory to allow you allocate 1412m to run IDV.
