[IDV #VGF-307998]: IDV and gempak support for TDWR radar data

How are you trying to load them into the IDV?  The preferred way would
be to use the Radar->NEXRAD Local chooser.  Change to the directory
where you are storing the files and load in several files.  You can
also load them in from the Files chooser if you set the Data Source Type
to NEXRAD Radar Files.

Hopefully by tomorrow we will have the remote access through the
NEXRAD Remote chooser.  The THREDDS group is working on switching
over the server but has run into some issues (not related to TDWR).
