[IDV #MGB-470287]: IDV - temporal interpolation of variables

I looked at the configuration file you sent earlier.  Even
though it has:

Space of Times: 0.5

the times that are getting generated are 4 seconds apart:

timeObs = 1159955951, 1159955955, 1159955959, 1159955963, 1159955967,
   1159955971, 1159955975, 1159955979, 1159955983, 1159955987, 1159955991,
   1159955995, 1159955999, 1159956003, 1159956007, 1159956011, 1159956015,

So, either there is a bug in the netCDF library, or in the code
that is writing out the file.  I'm guessing the code that writes
the file is something that was written at ITC because we don't
support any configuration file like this.

What is the parameter:

Resolotion of Depth/Time: 8

used for?  Is that being multiplied by 0.5 and therefore you are 
getting a spacing of 4 seconds?

That's the only thing I can think of.
