[IDV #TJE-306333]: IDV - Broken ISL Scripting

Here is what I am thinking is happening. The idv is trying to open
the "test.isl" file. It cannot open it from the local file system (maybe
a Mac thing). However, what we always try to do is open files/urls as files,
then as urls then as java resource files. We have a file called test.isl
in the IDV source that your run is probably picking up. Are you running
from the installer or from the file system/CVS?
