[IDV #PUJ-510012]: IDV - Failure to load DEM files

I found the problem and have put in a fix.  Stuart will have to
sign the attached JAR and get it to you.

Since the DEM is large, the IDV has memory problems with it and
until we get to the point of being able to subset/decimate these
performance is a problem.  

Thanks for finding these problems.  Let me know if you find more.
