Data in the LIGHTNING feed is restricted; we are not allowed to relay it in
the IDD. The ALLOWs we have for LIGHTNING is open to sites within
UCAR/NCAR, but it is not ALLOWed to external sites.
The NLDN lightning data is available as a point to point feed from UAlbany.
