The fact that you did not get either an 'OK' or 'Denied' message indicates
that the connection attempt did not make it to any backend machine of
the idd.unidata.ucar.edu cluster.

It would be much better to feed from iddb.unidata.ucar.edu than
idd.ssec.wisc.edu. Please try the 'notifyme' command to iddb,
and, if it works, switch your REQUEST(s) to it and then restart
your LDM.
Can you report back the result of:
traceroute idd.unidata.ucar.edu
