We operate the top level IDD relay node idd.unidata.ucar.edu to support the U.S. university community. If you are unable/unwilling to establish your own NOAAPort ingest capability (which is not all that hard, but requires the installing and maintaining a C-band satellite dish), you will have to find an existing IDD participant that has the datastream(s) that you are interested in and is willing to feed you, potentially in a quid-pro-quo arrangement.
