Probably neither. Since GOES-West (now GOES-15) now provides 4 km WV, I would assume that the Weather Service has turned off the creation of the 8 km product for the NOAAPort SBN (the images in the IDD NIMAGE datastream are the images in the NOAAPort SBN).
