[IDD #ZYT-779967]: LDM upgrade for aeolus.ucsd.edu

Larry, I upgraded the LDM to the latest (beta) release, LDM-6.4.6.4.
I also fixed a typo in the ldmadmin configuration file, 
~ldm/etc/ldmadmin-pl.conf
and added a set of allows for a long list of national and international sites.
The allows that I added are ones that are in use at all toplevel IDD relay 
nodes.
Please let me know if you would rather that these not be included.

Also, we would like to feed select Air Pollution Control District (APCD) sites
from aeolus, but would like your OK before proceeding.  If there are firewall
restrictions on port 388 access, this will require some more configuration
changes by Martin.  Please let us know.
