[TIGGE #YIO-560538]: Reuse CONDUIT scripts in TIGGE

Hi Baudouin,

Afer reviewing Steve's answer regarding pqinsert's '-s' flag and your
response, I wanted to make sure that you (and everyone CCed) knew
the difference between the LDM product sequence number (which can
be viewed on products being received using either 'notifyme' or
'ldmadmin watch') and the monotonically increasing sequence number
I was suggesting be added to product identifiers (metadata).
