20021024: atm.geo.nsf.gov IDD services interrupted by power outage

LDM sites feeding from atm.geo.nsf.gov,

There is currently a power outage at the NSF offices in Reston, Va.
Those sites feeding from atm should switch feeds to failover sites _if
available_.  We will inform you when power has been restored and atm is
again available on the IDD.
