top level sites failover

Hiya,


As the dust settled from the IDD problems caused by Tuesday's power
and network outages at NCAR, the UPC determined that changes to the
top-level sites and a more robust failover plan were needed.  One major
change is that there is now an external site for all the top level sites.
It's "sleet.wunderground.com"  This information is being sent because, if
another problem should occur with the UCAR network, the top levels sites 
now have a failover outside the UCAR domain. This is the first step in a 
more complete failover scheme, which we will publish soon on the
Unidata's web.
