19991110: iita denying access (fwd)

I checked iita, all the IDD stuff is comment out. Is there an
explaination?

I can't use iita as a failover for aldehyde.sprl.umich.edu or
blueskies.sprl.umich.edu, I am being denied access:

ldmping iita.rap.ucar.edu
