I implemented the following split feed request on uni5:

request WSI ".*[02468]$" wsihcsn.unidata.ucar.edu
request WSI ".*[^02468]$" 128.117.140.92

After restarting, with an initial 10 minute latency, the
latency is cleared out after 8 minutes.

This might be a good thing for the really slow users to try.
