The data that DCNLDN decodes from SUNY-Albany is in binary format, not
ascii readable.
There is a sample data file in the dcnldn directory, but it is cryptic. If
you have ascii data, then look at the dcuspln decoder which reads a type of
ascii stream. You would have to massage the input, but the "write_gempak.c"
routine provides the interface for I created to write the data out to a ship
format file.
