GRIB data can be decoded into a GEMPAK grid file using such as:
% cat gfs2005091300.grb | dcgrib2 -v 2 -d - YYYYMMDDHH_gfs@@@.gem

After decoding the data to a GEMPAK grid file, use the GD programs to plot it.
