Robert, Yes, the model number for the NAM/ETA slot in NCEP's production will remain 84, which is the number that gribkey.tbl uses to determine the output file name. If you change gribkey.tbl, make sure your $GEMTBL/config/datatype.tbl table uses the same file naming conventions.
