Sorry, There is no program to output GEMPAK data files into HDF. You cound use the gdgrib program to create a grib message for a given field, and possibly convert that grib to NetCDF using a program like gribtonc (in the pub/decoders/decoders.tar.Z at ftp.unidata.ucar.edu).
