The filter controls the amount of data overlap.
FILTER=1, or FILTER=yes means no station models will overlap.

FILTER=0, or filter=NO means no data will be eliminated.

The filter process stores the region of data plot and determines
if the next station to be plotted will overlap something already plotted.
The fraction between 0 and 1 determines how much overlap into the 
bounds of a previously plotted station will be allowed. The fraction
represens the area of the station model plot that will be free from
other stations data overlapping.

It is not a fractional removal of stations like .5 = 1/2 of the stations.
