20010718: sfstns.tbl correction

Scott and Steve,

The sfstns.tbl file has PAKN and PAAK both defined as
King Salmon Island. Both of these identifiers report data,
and are quite differnt in their observations

PAAK 181855Z 30019G25KT 8SM OVC006 08/06 A2958 RMK AO1=
PAKN 181852Z 11008KT 10SM SCT035 BKN085 OVC130 15/13 A2991 RMK AO2

The NOAA page at:
http://weather.noaa.gov/weather/current/PAAK.html
has PAAK identified as Atka, AK.

I used the Airnav web page http://www.airnav.com/airport/PAAK
to update the PAAK entry to:

PAAK      99999 ATKA AIRPORT                     AK US  5222 -17421    17
