20010226: No permission to write VG file

Chiz,

I figured it out!  The variable uid and gid were defined as short, but
the undergraduates have uid > 40000, so they were coming back as < 0.  
I changed the declaration for uid and gid to unsigned short and I can save
files (unless I create uid's > 65535 ;-) ).
