Brian, Peggy was at COMET, so we really don't know what all she did with the SOO/SAC. I did a search on the COMET/soo www pages and found: http://www.comet.ucar.edu/sac/mail/peggy/1998/jan01-feb09/feb-09_33 which refers to some P3 data a few years back. I looked at the current dcuair decoder for GEMPAK and there is nothing there to handle the XXAA and XXBB reports, but did find that the NHC has a link to the AirForce pages with the report specs: http://www.hurricanehunters.com/tempdrop.htm From that point, it looks straight forward to decode the obs once the lat/lon group is handled.
