[netCDFDecoders #CIV-180025]: Bug in syn2nc - located & fixed

Lech,

I finally got around to fixing the Wind indicator flag problem. It looks like 
in the reports that if the flag was missing the report had a / place holder and 
that caused the reports to be skipped. There is a new perlDecoders release that 
can be obtained from the Decoders page.
