[IDV #RZL-349234]: this used to work with the 2.7 series. I was able to open the file with toolsUI-4.1.jar

My latest fix for the hybrid levels broke the ncml hybrid processing. It's fix 
now and it should be available in the next snap shot release. Thanks for the 
test case, that always make the problem easier to see.
